Memorial pool is a dump hole!

Can anyone tell me why every year Memorial Pool is clean and well kept the month of July And then come August it's a "poop hole"?  And yes I mean poop hole!  There is duck poop all over the grass and  walking paths!  They don't want us to eat on the beach, but there is no

 way we are sitting I the poop infested grass area!  How do they get away with this?  Where is the health department??
BTW, I would post pictures but I don't think  anyone wants to see that! Lol
