The system for citizens to file complaints against police "is riddled with problems," according to a report on WNYC.org. State law protects residents who make complaints about police behavior and allows for complaints to be made anonymously. New Jersey Public Radio and the ACLU found that many local police officers apparently do not know the rules for residents to file complaints, according to the report. The ACLU called 497 police departments in New Jersey and asked officers questions about filing complaints. More than half the departments answered at least one question incorrectly, according to the report. 51 departments did not get a single question right. A list of departments whose officers answered everything correctly is available …

Saddle Brook's rates of violent and non-violent crime both fell last year for the first time since 2006, according to the recently-released 2011 Uniform Crime Report. Index crimes were down 6.5 percent from 2010 and are down more than 10 percent over the past three years, despite a 15 percent reduction in force levels since 2007. After increasing each of the past three years, the number of violent crimes dropped nearly 40 percent last year due to a reduction in both robberies and aggravated assaults. In fact, aside from motor vehicle thefts -- which spiked by 50 percent last year -- all other index crimes nosedived in 2011, producing Saddle Brook's second-lowest crime rate since the turn of the century. A 75-year-old Paterson man was charged with lewdness after he allegedly exposed himself and urinated on the floor of the Pehle Avenue Dunkin' Donuts in Saddle Brook, police said. Thomas Myers allegedly exposed his penis while other people were in plain view -- including a 10-year-old girl and her father -- and proceeded to micturate on the store floor despite there being a public restroom just feet away. "It's one thing to not be able to make it to the bathroom in time and relieve yourself within your pants," Saddle Brook Police Chief Robert Kugler said. "It grossly crosses the line of decency and becomes perversion when you knowingly manipulate and expose your private part and urinate in an area like the lobby of a Dunkin' Donuts." Myers …

In a spin-off of the notorious "Grandparent Scam," Saddle Brook police said a resident received a call on her cell phone Thursday from a Spanish-speaking man who said her son had been in a car accident in Florida and would be detained until a ransom had been paid. Chief Bob Kugler said the caller demanded the woman give him her bank account number so he could withdraw the $3,500 necessary for her son's release. Suspicious of the request, the woman -- while remaining on the line with the caller -- had a co-worker call her son's cell phone in Florida. The woman's son answered the call and verified that he had neither been in an accident nor was he being held against his will, police said. Police are investigating the fraudulent call, which …

While both Fair Lawn and Saddle Brook police departments are devoting additional time and manpower to reduce the possibillity that a child abduction occurs in their respective communities, neither town plans to impose a Halloween curfew in wake of the county's recent spate of luring incidents. Fair Lawn Police Chief Erik Rose said he didn't believe a curfew was necessary because most young children trick-or-treat during the day and are accompanied by parents, either on foot or in a vehicle. The department will, as it always has, have officers and reserve officers on-duty to provide extra protection for the holiday. Saddle Brook, which already imposes a general curfew, will stick to it for the holiday but doesn't plan to go any further. "We…

A Saddle Brook man returned home early Friday morning to find his house in a different state than he left it and immediately called 9-1-1.
A Saddle Brook resident's arrival home early Friday morning scared off a likely burglar who was in the process of ransacking his home, Saddle Brook police said. When the S. Leswing Avenue resident arrived home at approximately 2 a.m. he found his dogs acting strangely and his upstairs bathroom window open, police said. While investigating upstairs, the man told police he heard a loud noise come from the main floor. Upon returning to the main floor, he found his portable bar table knocked over and the sliding glass door to his backyard open, police said. As the man followed the the trail of clues into his backyard, he heard what appeared to be the sound of someone scaling his fence and immediately called police, Chief Robert Kugler said. …

Saddle Brook has seen an uptick in forcible break-ins in recent weeks, police said.
Burglars made off with approximately $6,000 worth of jewelry and a large sum of cash from a Legregni Street home Tuesday evening, police said. The break-in triggered a home burglar alarm that alerted police, but by the time officers arrived on scene the burglars had already fled, Chief Robert Kugler said. Kugler said the burglars entered the home from the rear yard, smashing through the glass of the back door and reaching in to unlock the door from the inside. Once inside the home, the burglars made their way upstairs and forcibly entered a locked walk-in bedroom closet that contained a jewelry box with cash and valuables, he said. Tuesday's home burglary adds to the increasing number of break-ins that have recently hit both Saddle Brook …
